What is a locked meaning?

In OCC, each symbol is assigned one canonical meaning at the registry level. That meaning is immutable — it does not change across languages, scripts, time zones, or font packs. What changes is only how the meaning is rendered — the word used to express it in a given human language. The symbol stays the same. The concept stays the same. The word is just a rendering.
